It's important to state that there has been no misappropriation of funds or an accounting error within NOLA-PS. An accounting error involves mistakes in recording, classifying, or summarizing financial transactions, such as mathematical errors or misclassifications. In contrast, this issue stems from an overestimation or over-projection in budgeting, related to the accuracy of financial planning, where anticipated revenues were higher than actual due to factors such as conservative assumptions, lack of accurate data, or unexpected market changes.

 

In March 2024, NOLA-PS provided schools with local revenue estimates for budgeting purposes, which were higher than the actual revenues received, leading to a funding gap of approximately $25 million for the 2024-2025 school year. The discrepancy was discovered in October 2024, and NOLA-PS began working with auditors and the City of New Orleans to confirm actual tax receipts. School finance leaders were informed on October 8, and charter management organizations were briefed on October 18, with follow-up meetings held. Between March and October, the district did not identify or flag the lower actual revenues being received, and timely follow-up communication to schools was delayed, exacerbating the issue.

 

Over recent months, as NOLA-PS has engaged with its audit firm and the City to identify the causes and full impact of the error, several contributing factors have been discovered:

Meanwhile, NOLA-PS is continuing to work with an external financial consultant (PFM) and the district's financial advisory group to find other measures to help mitigate the overestimation and continue providing financial assistance to its schools. By June 30, 2025, NOLA-PS will likely receive 94% of these revenues, which amounts to $240,436,214 in ad valorem revenue in FY2025. Revenues received in FY2025 will impact the FY2026 budget cycle.

 

What does the $10 million payment from the City of New Orleans, ordered by a judge, mean for 天博体育?

A judge ordered the City of New Orleans to pay 天博体育 $10 million as part of a settlement from a 2019 lawsuit over withheld tax revenue. Dr. Sharon Latten-Clark:

 

Dr. Clark is a distinguished educator with more than 25 years of experience in public education. Currently the Louisiana State Board of Elementary and Secondary Education (BESE) District 2 Representative and Charter Director of Sophie B. Wright High School in New Orleans, Dr. Clark serves on the Executive Committee for the Louisiana High School Athletic Association. She has dedicated her career to fostering academic excellence and opportunity. Her journey began as a para-educator and English teacher in the Houston Independent School District, followed by a return to her roots to teach English at Frederick Douglass High School. She later served as an Assistant Principal in Phoenix, Arizona, before coming back to New Orleans in 2001 to lead Sophie B. Wright Charter School. Under her leadership, particularly before and after Hurricane Katrina, Dr. Clark transformed the school into a high-performing, open-enrollment institution.

 

A proud graduate of Xavier Prep High School, Dr. Clark holds a bachelor鈥檚 and master鈥檚 degrees from Xavier University of New Orleans and a Doctorate in Educational Leadership from the University of New Orleans. Her extensive experience and commitment to education makes her a passionate advocate for students and families.

Dr. Fateama Fulmore is currently the Interim Superintendent of 天博体育 and most recently served as Deputy Superintendent for the district. She is a dynamic, accomplished, and visionary educational leader with more than 20 years in PK-12 education. Dr. Fulmore has a proven track record of improving student outcomes and educational systems, achieving district goals, providing supportive environments for students and staff, and fostering collaboration with stakeholders.

 

Dr. Fulmore is a champion for children and has amassed a wealth of knowledge, experience and expertise serving in urban school districts across the country. Throughout her career, she has educated and led in districts with direct-run schools and charter schools serving as a middle school and high school business education teacher, middle and high school assistant principal, high school principal, executive director of high schools, assistant superintendent fellow, principal supervisor of schools, and chief of accountability and school improvement. 

 

A native of Brooklyn, N.Y., Dr. Fulmore overcame poverty, trauma and adversity. She is a product of public schools and a first-generation college student. Dr. Fulmore holds a B.S. from Appalachian State University, an M.A. from Gardner-Webb University, an Ed.S. from Grand Canyon University, and an Ed.D. from Gwynedd Mercy University. She is a licensed Louisiana superintendent, was recognized for Excellence in Authorizing by the Louisiana Department of Education (LDOE) and completed the Michael Casserly Urban Executive Leadership Institute for Superintendents. A member of Alpha Kappa Alpha Sorority, Incorporated and the New Orleans Chapter of the Links Incorporated, she is committed to mentoring and serving her community.

Minimum Qualifications

  1. Bachelor鈥檚 and master鈥檚 degrees
  2. At least five years of leadership experience in education, including experience in senior administrative or superintendent-level roles
  3. Experience as a leader in an urban district or a district of similar size, scope, and demographics, with a focus on academic improvement and equity
  4. Demonstrated leadership experience supported by measurable accomplishments that reflect growing levels of achievement for all students
  5. Knowledge of district governance, finance, and strategic planning.
  6. Demonstrated ability to manage complex relationships within a large, decentralized system
  7. Demonstrated understanding of, experience with, and support for charter schools
  8. Familiarity with the unique cultural, political, and historical aspects of New Orleans community and its school district

Preferred Qualifications

  1. Doctoral degree in the field of education
  2. Experience as a superintendent
  3. Experience as a teacher and building-level leader/or district administrator with evidence of effective instructional leadership
  4. Experience as a charter school leader or administrator with evidence of effective leadership supported by measurable accomplishments in school operations and student success
  5. Experience in a district or organization with a similar charter-district hybrid structure.
  6. Innovative leadership skills with experience serving in a large, complex organization with five (5) or more years of experience as an executive-level leader (experience serving PreK-12 education systems desired)

Salary Range

The position is a full-time, 12-month administrative position with an excellent benefits package.  The Board has approved a salary range of $275,000-$310,000 (depending on experience), plus benefits.
